Lisa Welsh is a postdoctoral research fellow at Utah State University. She received her PhD from Utah State University in 2014 in Human Dimensions of Ecosystem Science and Management. Her research focuses on water policy, particularly on understanding how policies that address water reallocation challenges can be designed to work within the context of existing water institutions to meet the parameters of efficiency, equity, and effectiveness. She also helps administer the National Environmental Policy Act (NEPA) Graduate Certificate Program at Utah State University. She concentrates on learning more about the role of the NEPA process in land and water management decisions and studies best practices in preparing and writing NEPA documents.
