Biography
Lisa Welsh is a Researcher and Adjunct Assistant Professor in the Department of Environment and Society at Utah State University. She received her Ph.D. from Utah State University in 2014 in Human Dimensions of Ecosystem Science and Management. Her research focuses on water policy, particularly on understanding how policies that address water reallocation challenges can be designed to work within the context of existing water institutions to meet the parameters of efficiency, equity, and effectiveness. Most recently, her research has focused on Great Salt Lake, land and water planning integration, and the role of water banks in water reallocation. She is also the co-director of the National Environmental Policy Act (NEPA) Graduate Certificate Program at Utah State University. She teaches courses on environmental policy and best practices in preparing and writing NEPA documents.
